It is an offence to operate a motor vehicle on a U.K. public road, without a working high beam.
Not only will it fail it's M.O.T., but if you are stopped by the police (or you are involved in a road accident), you will be looking at a hefty fine and probably points, for driving an unroadworthy vehicle.

You have to check carefully since most of the HID kits out there come only with a low beam on it (Which is almost as bright as a normal high beam). My Mazda has no High beam, just low but trust me, you wont need a high beam.

Golden rule for testers....IF FITTED MUST WORK ...
Your bike will have a high beam switch and no high beam......instant fail. you can get twin filament HID bulbs but to be honest replacement bulbs are a waste of money and offer little or no improvement. Yes the light may be crisper and whiter but it is the headlamp reflector and lense that determine how far the beam is spread and not the bulb. Save your money, unless you want to spend £400 on a set od gas discharge lamps!

As far as I know no state (in the united states -- that requires an inspection) will pass with your vehicle without a high beam.
Most motorcycles use a H4 bulb which is available in High/Low options. You can get a standard High/Low which is High Halogen, Low Xenon at very low price. "OR" you can go with a high end option which is both High and Low Xenon. Its actually one bulb that will act as both High and Low using a small motor or magnet to move the bulb into the proper projection state.

You need to swap as high beam is tested on mot. How can you see where you are going at night with no high beam?

Why are you getting ones with no high beam? There are several kits out with high and low beam.
