I thought it was the switch at first, but when I turn the lever it clicks and shuts off but doesn't like up, is that most likely the relay? Or is it the switch, I thought if it was the switch would it not be making any noises at all? Please Help!!

Try the Fuse panel on the Left upper Firewall by the drivers feet,
It should have (2) TWO relays on it, one is for left and right turns, (normally the top one) and the other is for EMERGENCY 4 WAY flashers, normally the bottom one.

Before getting carried away here, check all the exterior lights to see if they are working, obviously paying attention to the signal lights. Turn the headlights and hazards on and get out and check them all. Fix any problems with the lights first as GM uses the signal lights as sort of a warning that they aren't working by not flashing when a bulb is open or a wire or socket are open. If you are satisfied that the lights are all working, and the hazards flash and operate normally, you probably do have a signal flasher or fuse problem. Check all fuses, located up under the driver's footwell and on the far left of the well. If all of this is okay, you will have to remove all the under dash panels on the driver's side as well as removing the emer. brake handle and cable. The panel that has the emer. brake handle has to come out as both of the flashers are located under it, close to the ash tray and cannot be accessed without removing all of this. This looks like a big job, but it isn't. Just be aware that there are little screws all over the place that have to be removed or they will break the panels when you try and pull the panel. it is under the dash on the drivers side. it should be a round silver plug
