if the base 8 representation of a perfect square is ab3c, where a is not 0, then b is? steps too please... i only know c is 0, 1, or 4..

I'd love to help but apparently I'm not smart enough to solve this math problem. If I do, I wouldn't be here. I'd be in calculus class. But unfortunately, I dropped out.
