It really depends on what type of fish you have. Some fish, betta for example, like to rest on objects or on the gravel from time to time. Fish do even sleep. If you put food in the tank, is it able to swim up and eat? Does it act differently if the light is on or off?

What kind of fish is this? There are some species (catfish, loaches, flounder) where sitting on the bottom most of the day is normal behavior.

Is he new? If it's in a new environment, especially if there are other fish in the tank, he may be trying to "hide" or stay out of everyone else's way.

Is this the same behavior he showed in the store when you bought him? Some species are schooling fish and don't feel comforatable unless they are with other of their kind. What appears to be an active fish in a tank of 25 can become withdrawn by himself.

How long have you had him? Life spans can range from 18 months to decades, depending on the species.

The name of the type of fish (or a photo) would help us to give you a better answer.

Sorry to say, but probably, unhealthy fish do not swim straight. When they get sick it messes with their equilibrium, that would explain the inconsistent swimming.
Does he have any kind of noticeable defect? like something eating away at his scales, alot of the time fish can become victim to certain types of malicious bacteria. You may still have time if you go to the pet store and ask what you can add to clean the water of bacteria but still keep your fishy safe.

He could be dying, look he might have a fugus growing on him and it causing him to stay on the bottom and it painful for him to swim. Lot of time it ich go to fish store to get medicne for the treatment. Oh if you can take the fish with you to the fish store they can tell you for sure. Good luck buy more

Possibly not. He could just be hiding from something. But just in case I'd ask a professional on fish. It does depend on the kind of fish though so I don't know.
