For your car you'll want tire chains, jackets, a lighter, at least one candle, some food (candy bar, nuts, etc.) and a brightly colored blanket. You can use the blanket for warmth, or to signal.
For the home, signalling is presumably not such an issue, as you have neighbors, and the company will come around eventually if things fail.
You'll want lots of canned foods, and things like that, firewood if you have a fire place, battery backups, and battery surge protectors, electric blankets (that can run off of the battery surge protectors) hot water bottles, a snow shovel, and probably some extra water, since going outside to melt snow will let out the warm air if the utilities fail.

peanut butter, crackers, matches, flashlights, bright orange or red flag for antenna, water, lots of water. blankets good wool ones if possible. a shovel, one of those camping things that doubles for a pick and folds, don't get a cheep one, ice is hard and will break a cheep one, cell phones are good but don't always work in some areas but the gps in them may save your bacon. if you get stuck, don't leave the car...i know this is hard to do, but don't leave the car, a person can wander and get lost in no time, especially if they get very cold and hypothermia becomes an issue...blankets, peanut butter and crackers and water, you can survive for a few days on that and some one will find you in a day or two if you stay in the car and the car is on the road or right beside it.....

I agree with all the answers, but would add a sleeping bag, preferably a very heavily filled type called a mummy bag. With this and water you could probably survive a week stranded in freezing weather in your car.
