A spiritual advisor is often a minister or other religious person who gives advice regarding spiritual matters. In the Roman Catholic church, this person is often associated with people who are thinking about becoming, or are in training for becoming, priests or nuns. Monks and nuns have also been known to act as spiritual advisors to people who are in a state of flux or questioning about their spiritual life and roles.

I think that depends on the source and interpretation. There seem to be many levels but the most important one seems to be in respect to your own psyche or self. An adviser would seem to be someone who is intuitive enough to empathize with you or connect with you in a psychic way. As to how psychic or connected they are might just be their intuition and how well you open yourself up to describe your feelings to them. Some go as far as to say many of us already have a spiritual guide that advises us in a subconscious or shared conscious way as in an inner voice.
