your supposed to put a "Jumper wire" across the water meter, NOT use the meter as the ground, the right way is to use a "Grounding rod", other wise if there is a short circut that you are not aware of, and they come to change the water meter, the person changing the water meter will get hurt. At least put a "Jumper wire" across the pipes that runs under the meter, so that the meter can be removed safely, and the pipes are still grounded across, by the "JUMPER WIRE".

If the meter is in a steel or copper (electrically conductive) water line, you need to place a "bonding jumper" around the meter to retain the electrical connection. Any electrical supply or decent hardware store will have the parts.

If the water pipe is non-coductive (plastic or PVC) there is nothing to do.

call your water company. the meter is their responsibility.
