ok...
get an apron with a big pocket on the front, smear it with paint blobs of all different colours. stick paint brushes in the pockets.
wear stripey or or tie-dyed t-shirt underneath...
wear a pair of Doc Martens
if you've longer hair, wind it up in a bun with a paintbrush instead of a chopstick, or wear beret
wear pained expression, as you've just been up all night thinking through how to best display that installation and it's given you a migraine...
and finally,
get an old chopping board and put blobs of paint on the perimeter, et voila! instant paint-palette accessory!

Go as an artist from another time. Maybe Leonardo Da Vinci. Wear an overcoat, a large hat with a feather, a long white beard and carry around a poster of the Mona Lisa. Toulouse Lautec-a bowler hat, full beard, tiny glasses, simple black suit with a floppy bow tie carry around a palette and brushes. If you want to be a woman artist-wear all black and tie scarves everywhere-around your ankles, arms, neck, wear outrageous biggg glasses, really heavy eye makeup-heavy black liner, and some deep red or black lipstick put some green paint on your cheek just a nice smudge.tie a scarf around your hair with three or four paint brushes sticking out one behind your ear, too. Have fun-actually, some of us artists wear Armani suits, Prada shoes and carry a briefcase.

Get a used smock from a resale store. A oversized beret can be made from a hatband, some cloth and staples. Throw paint on both and wrap guaze around your head with a larger piece over your ear. In a box with a lid put a fake ear in it with red food coloring. You are Van Gogh with an ear for his lover.( Paint Starry Night on your back.)

i'm an old fasioned artist...i dress in black in publick...black barret, black turtleneck, black pants, black boots. and i twiddle my moustache to a vague handlebar and wear my hair in a ponytail.
for your costume you may want an oversize moustache and to carry an oversize paintpallet (i'm thinking of doing an artist costume for next halloween, with oversize barret, oversize pallet, oversize brush and a huge handlebar moustache, my wife thinks it would be great)
