I would pair it with a crisp white button down shirt tucked in (I always like to tuck my shirts into my pencil skirts 'cause it gives it such a classic look) with a big wide black or red belt. Just make sure that if you tuck in your shirt you don't wear the belt under your chest like you would normally wear a wide belt. Have the belt sit at your waist like a normal belt would. Your outfit would look extra sexy if you pair it with a some red pumps or strappy heels. As for your intimates, I don't think it really matters what you wear. Just don't put on silk or satin panties 'cause it'll 'cause a lot of sliding around with your skirt. And if you wear a white shirt make sure that you're wearing a bra that doesn't show through the shirt.

It depends on your body type, if you are thin you can pair pretty much anything with it. If you are trying to balance out your body you may want to add some color or punch to the top of you, keep in mind though that you'll want to balance it all out by wearing a pair of shoes that is either in contrast to your shirt color or brings out one of the colors.
When I picture a pencil skirt I see it as business casual, think an embroidered white blouse, a smart black or navy blue pin striped jacket, punchy colored neck scarf with pointy heels on your feet that have a matching color to the scarf. Wear your hair up, keep make-up minimum and professional and maybe add some silver hoop earings. Add a breifcase and you are good to go.
If you want to switch it over to evening outfit, wear a cami underneath the blouse. Move the neck scarf around your waist, let your hair down and grab a neutral, dark shawl for your shoulders.

I don't care what you wear under your clothes as long as you have something appropriate and comfortable to you...as far as what would look good with a black satin pencil skirt...a crisp purple blouse, black nylons, black patent high heels and a nice black semi-short cut blazer.

try red satin high heels with red lacy 3 quater inch length sweater with pink and red mixed eyeshadow and black eye liner with your hair parted to the left side that would look HOT especially if you are going for a casual date at a restaurant

Look at Vogue for ideas. Patent shoes. Fitted silk blouse. Sheer stockings. And please, don't try to copy that Beckham woman who wore a pencil skirt and made a classy skirt look trashy.
