Torrent Speed Help!?

I am not sure if I am connecting through a router.. My internet connects with a scietific atlantic Cable modem...
my torrent speed is extremely slow.. (around 5 kb/s)
I'm not sure if that is what is causing the problem.
I have tried everything else... HELP please!

I found out that it was the service provider they have limited the bandwidth allocation for peer to peer and torrent programs!!!! Argh!!!

first of all what is the problem. contact ur ISP and find out...
