If someone that you love is highly upset constantly and takes it out on you but you know that their hurtful words are only said in the heat of anger. If you truly love this person with all you heart. What do you do?

He's verbally abusive, you deserve better.

You find it in your heart not to let the words hurt you.
I have someone like that too.
He will be upset with me and just start blowing off words and things just to hurt but when he calms down he apologizes. I know that he doesn't mean those things that he says.
Try and see if this works.
Just make sure that the person loves you as much you love them. Then you both can work this out.

It sorta depends. You are looking at a very common mostly ignored form of abuse. and you must treat it that way. No matter how much you love them the things they say hurt you and will wear you down. And you owe it to them and yourself to not allow that to happen. Sit down and talk to them about this scape-goat behavior, and possibly seek counseling... which doesn't have to be odd, formal, or expensive. contact your local womens shelter most of them have an open group campfire kinda thing once a week where you can talk about those things with professionals for free. It may seem like not much, they are just words after all... but if you are hurt enough to ask for advice then that ALONE tells you you are hurt enough to do something about it. If they love you, they will want to make things better and will give little resistance when you ask them to go with you.

Even in the heat of anger the truth comes out, under no circumstance should someone you love say hurtful words to you, they are 10 times as painful as anyone else saying them. Use them very very sparingly.

you can't do anything, it is for the other person to address thier issues. depending on how serious it is, you might consider putting consequences on them not addressing it.... in other words, they care enough about you to change the behaviour, or you leave.
