Maybe the power supply is missing one of it's voltages (it should supply +/- 5V +/- 12v and +3.3V), this may result in external things on the USB port working (which only uses the 5v line, I believe), but the lack of, say, 12V would result in an apparently dead machine). That's just an educated guess.

Sounds like a motherboard. Possibly a corrupt BIOS, due to static electricity, but not worth finding out and experimenting, and destroying hard drives and other components.
But, if you have to, Clear the Bios. Then restart the PC.
If that don't work, then flash it with an identical bios or newer. Always flash the bios in order, don't jump from version 1.0 to version 3.0. You need to flash all of the upgrades in order, one at a time.

Sounds like the Motherboard however, check the internal cabling, and see if all is intact. Might just be a power issue.. new Power unit is cheaper than a motherboard, and a badly placed cable is easy to fix too.

Sounds like part of your power supply is damaged. Computer power supplies put out multiple voltages (i.e.- +12V, +5V, etc.) Maybe one of the outputs of your power supply isn't working while other outputs are. This would give you the effect you are experiencing. Hope this helps.

Check to see if the power switch on the back of the computer, on the power supply, is on. Power supplys have a tendency to go bad too.

a battery doesn't make any sounds. you could have a bad power supply being the system won't start. the system would start even if it was a bad HDD. it's the power supply.

Motherboard most definitely. Isolate the problem by swapping the various IDE cards you have on your motherboard (gfx, lan, audio, etc) to be certain. Check your RAM(s) as well. Swap slots, etc.
