Breaking your arm hurts. Worse off, when it is broken your muscles will begin to constrict and that can bash on nerves or tear the rough end of the bone out of the skin. This can be perminently debilitating are extremely painful. Your toes doesn't have much to it nerve and muscle speaking.
There is no easy fast way. The best would be a baseball bat or similar object. I could take a few swings before you hear a crack. But, if your friend is under 18 then their parents will be investigated by DCYS and life will not be nice for a while.

It's extremely painful and not just when it breaks. I broke my arm from a horse fall and it was excruciating. You can't sleep because of the pain, you don't want to go out because of the pain, you can't use your arm, and you may very have to have surgery to screw or pin the bones back together. Some breaks are so bad that the bone protrudes out of the skin, it's called a compound fracture and sometimes they screw it back together from the outside. Yes, the screws are seen on the outside of the skin, through the bone.
I accidentally dropped a drawer on my foot a month ago. The break was so bad that they had to surgically screw the bone back together. The bones in our feet are small, but let me tell you, the pain is so intense that last night I was in tears. I finally fell asleep at 5:00 this morning. Your friend needs to seek psychological help, this desire is anything but normal, and I see someone posted a question right before yours. Oh, and forget about the attention, if that's what she's looking for, that doesn't last long. Problems from a broken bone can last the rest of her life. It's nothing to fool around with. One more thing, if a bone breaks and fragments, there is a possibility that a piece of the bone can go to her heart or lungs and kill her.

You should discuss with your friend why she wants to break her arm. Perhaps she is in need of some attention and thinks this might be an effective way to be noticed. Absolutely I wouldn't advise it. Yes, it is painful. Also, broken arms sometimes need surgery and can even in some cases cause nerve damage. I think your friend thinks that a broken arm is not so serious, but it can take awhile to treat. Also, treatment is also not always so basic. Maybe ask her to talk to a counselor about her feelings.

At the very instant, of the bone cracking, there is severe pain. Sometimes. bone shards break up and stick through the skin. That is one bloody mess. This could lead to severe blood loss, or severe infection, and possibly amputation. After all of this, there will be excruciating pain with every slight movement of the arm. That is, if she doesn't pass out before getting to the hospital and to proper treatment.
Then there is also the possibility of feeling pain several years down the line, a sort of athritic condition, when it is damp weather.
Best to look for something else to pass time doing.
