Nope, your brother isn't gay because he likes to watch transsexual porn.
Gay men are attracted to men. That means men, not just their penises! For example, gay men aren't attracted to transsexual women, and they definitely aren't attracted to women. Unless you find gay male porn on the computer, you're brother simply isn't gay.
So what is he if he likes pre-operative transsexual women? What do you call a man who likes penises, but only likes them on women? To be quite honest, our language doesn't have words yet to describe this sort of attraction. There is simply no term for it, except the ubiquitous 'queer', which is a little too broad, but does apply. It's sad, but that's just that- there's no sexual orientation only limited to men who like women and transwomen.
You might also remember, though, that porn doesn't necessarily mean anything about someone's sexual orientation. Your sexual orientation is who you are attracted to and want to sleep with in real life; a lot of people enjoy watching porn, but wouldn't want to be with such people in real life- it's part of their fantasies. For example, there are some lesbian women who like to watch gay male porn! So take from that what you will . . . I think it goes to show that just because you like watching certain things on a screen doesn't mean you want to be with those people in real life.
