In literature, it implies that credible characterization is more important than plot. In other words, it is a problem to make characters do something that the reader doesn't believe they would do, just for the sake of advancing the plot.

to me it would mean that having a strong character (personality) to distinguish yourself from everyone else is the most important.

It means having a special...something about you is what makes you powerful and unique. I think that's what it means. At least it sounds right to me.
