C. Japan was a member of the Axis under the Tri-Partite Pact. Italy was fascist under Mussolini, Germany was another member under the Tri-partite Pact and also Fascist. Some of the Allied nations were US, Britain, Australia, New Zealand, Free France, the Netherlands, Canada, China, Soviet Union after the invasion by Germany with Operation Barbarossa...these were the major Allies.

This is the closest answer, but not a very good one. Great Britain had almost every single member of the commonwealth fighting in the war -- Australia, Canada, New Zealand, etc. Also countries that had been overrun my the Nazis had members fighting along side or as part of other standing armies. This includes Poland, Norway, France and maybe close to a dozen others.
The question is fine, it's the options they give you that are not very good!

Too many to say all of them, but. Allies: United Kingdom, USA, Russia, Australia, New Zealand, Canada, France, Poland, India and South Africa are some of the main ones. Axis: Germany, Japan, Italy, Bulgaria, Romania, Hungary were the main Axis forces. Neutral: Ireland, Portugal, Spain, Switzerland.
