Yes. A jealous person may try to make themselves feel better by acting arrogant around the person they are jealous of.

Yup I think so.... not always though. I mean there have been times where I was jealous and I acted arrogant, but usually my friends just tell me to shut up and get over myself lol. But I think some people are just naturally arrogant as well, so they may not be jealous, but they could come across that way.

I think jealousy is another word for one's suspicion of insecurities. Given that, arrogance may seem like a way to reassert self for the felt shortcomings. It's by far the least effective approach, but is the easiest. I have seen people play it out in front of me, it looks very silly.:)
