do people act cocky because they really like and are proud of themselves, or because they really don't like themselves, so they act offensively and do things to try to make themselves look better and compensate for their shortcomings? would a person who is genuinely secure in themselves have to boast around and show off and offend other people?

Their insecurities make them act cocky. They have to overcompensate for their insecurities. There's a difference between cocky and confident.

It can be either one. Ultimately, like with most other things, it depends on the individual and there is no single answer.
