Usually you will get the keys on your move in date. By that time you have already paid the security deposit etc.

date of move in so you cant use the apartment before you're suppose to since first months rent is from the day you move in and deposit is just to hole the apartment

You should get the keys the second you sign the lease. Then work out with your landloard when you can move in, or when you can start to paint/decorate without actually moving in.
