Sometimes 800 numbers work from pay phones, and sometimes they don't. The company you call pays for the call, and calls from pay phones cost them more. So each company decides whether they want to block or accept calls from pay phones.

So for instance, a clothing catalog wouldn't want to spend the extra money. But the AAA towing hotline would have to allow it, of course!

If they block pay phones, then there's no way to call that 800# from a pay phone. Paying won't help. Good news is, most companies also have a non-800#, for people that can't dial 800 numbers (i.e. international callers). So try their 800# and if it's blocked try their non-800#.

(same exact thing applies to 888, 877, 866 numbers.)

I can't speak for your location but in Hawaii yes they are! I have made several 1-800 calls from payphones and don't have to put any coins in the phone.
