Frontpage is probably the best for a beginner because it lets you build the site as it would look. Dreamweaver has more flexability and functions but the preview is not as clear.
Another alternative is Website Builder and Website Builder Plus software. They are available with hosting from MS Internet at www.msinternet.co.uk.
For beginners we offer free hosting with an option to add Website Builder software. When your traffic increases you will have to upgrade your hosting but initially you can have it for free. You will need a domain name however. We charge 10p plus the domain registry fee. A .co.uk is £2.60 plus vat.
To get the site on to the internet there is a website control panel through which you can upload your site. Alternatively you can use ftp. There is also loads of free software in the control panel.

FrontPage is fairly good for beginners, however if you want your website to be on the Internet, then you will need a host, preferably FTP enabled (http://www.en.wikipedia.org/FTP)

I have just started doing a computer course in front page and it is easy so far its much easier than using a text editor

fronpage is easy, but what is the best way, i don't know. no you don't have to pay for a webite ... search for free hosting.

if you know html then just notepad...
if not www.godaddy.com has cheap website builders
either way you need a host www.godaddy.com has hosting and domains really cheap
