Does the patient have any legal recourse for a doctor that purposely overbooks their regular schedule causing a wait of up to 2 hours after initial appt time?
Or are patients simply out of luck or should find a new doctor?

At issue is not doctors who run over due to actual patient care-that is perfectly understandable. At issue are those who book several patients into the same 15 time period.

It may be irritating and inconsiderate but it is not illegal. Change doctors.

It may just be a bad day for that doctor. Some earlier appointments that took longer than expected, which has a ripple effect on all later appointments.

If it happens all the time, then find another doctor.

there's no legal wait time. I know nobody wants to wait but just think if your appointment were suppose to be only 30 minutes but it took longer for whatever reason, would you want your doctor to say, "sorry, time's up, see you later". Or have the next patient come in and say "get out, it's my turn".

one time I was kept waiting a long time at the doctor's office and I complained to him. He told me all the appointments were delayed because one of the earlier patients was a small child that was just diagnosed with cancer and when they told the mother her baby had cancer she became hysterical and they had to try and help her get her composure. so i felt like a complete jerk for complaining.
