It's the second letter of the Greek alphabet (bet in alphabet comes from the word 'beta')

In web design/programming, the word Beta is used to describe an application, program or website that is still in development and isn't fully finished, this may be because of new expansion, or a still developing program. Gmail is currently one of these, they have also opened subscriptions to all, so they could slide out of beta anytime soon

I think a beta is a preview or demo, the actual product is not ready yet.

It means that it's been opened up to the public so that you can try it but it's not properly finished and debugged, it's just for testing at the moment so don't complain if it craps out.

its reffering to as not official, not guaranteed to work, still in working progress.
