Unity in diversity is one of Europe’s (both EU and COE) motto’s. Not Leviathan, a beast that has to be killed, but a cooperative body of nations. The EU has a commission that brings together commissioners from all member states, who will represent all Europeans, not only the ones from the countries they are from. The European parliament, an elected body, co-decides or advises on EU policy.
The Council of Europe brings together 46 European countries, and 300 million people. It is comprised of a parliamentary assembly that brings together chosen MP’s from the various national parliaments. Apart from this also the (elected) heads of state and government work through the COE.
Yes there is a huge and worrying democratic deficit. But to compare it with biblical monsters, goes way too far. Besides, as I see from other answers, the position of the seven heads is already taken.

The present day Europian Union is not the "multi-headed dragon" in the book of revelations. The seven heads represent empires starting with the Babelonian 1st head, the Persian 2nd head, the Greco-Macedonian 3rd, 4th, 5th and 6th heads, and the Roman Empire 7th head. The end time Europian Union are the ten horns of Revelations; representing 5 eastern nations and 5 western nations. The present day Europian Union will have to be drasticly reduced to fulfil this prophecy, read the prophecies of David, in the Old Testament, concerning the last rise of the Holy Roman Empire comprising of five Kings from the East and five Kings from the west.

He was a ruthless Romanian leader. The name means son of Dracul. He is actually well revered in the country for he was effective at protecting the nation from enemies. The Romanian tourist industry, however, is not adverse to take advantage of the myth's popularity. As indicated by others, he was known as Vlad the impaler. He skewed enemies an a large stake like pieces of shish kabob meat. The stake stuck out of the ground and the people bled to a horrible death. Around the walls of his domain, he might have had hundreds of bodies hanging on these skews as a warning to would be attacker. There have been stories that Dracula drank the blood of these victims. But I believe this is only a myth designed to more closely associate him with the evil creature that became his name sake.
Bram Stoker was originally going to name the creature, "Count Van Pire." Thankfully, when he came across the name, "Dracula," he liked that better, and I am glad.

When the antichrist comes in power over the European Common Market, there will be 10 nations(multi-headed dragon). This is the Revived Roman Empire.
