I looking for a movie that stars a clown and her sister, she kidnaps her and hold her hostage made in the 80s?

she was a fat clown and no one like her or laugh at her jokes. Her sister was very pretty and popular and everyone loved her, so she gets jealous and kidnapps her and hold her hostage in the house. I think the movie was made in the early 80s but i am not 100% sure and i cant remember how it ended
