All are valid sources, but some are more reliable than others.
a. The Internet is a mile wide and an inch deep. It is useful to point you in the right direction or suggest possible sources. Of course there are legitimate academic sites, but the user must be skilled and responsible to judge the quality of the content. Basically, anyone can post just about anything, true or not.
b. Books and newspapers. By books, I assume you mean reference books. These are probably your safest bet, along with academic journals. These are peer reviewed and have an editor or editiorial board to promote accuracy. Newspapers are usually accurate, but breaking stories are often too new to have all the facts. If you survey a variety of newspapers over a period of time on a topic, you'll get a clear picture. If you read the headline the day after an incident, you may not get the whole story.
c. Government publications. This is too broad of a term to comment on. There are surely govenment publications that said Iraq had WMDs as we invaded them in 2003. Are they accurate? Some likely arent. They are a record of the government only.

I would say the answer is "d", but with the caveats mentioned above.
