i am kindof shyguy and as tomorrow is valentine day...i want to propose to a girl...she is kinda cute ^_^ ...we havent talked once also...but i think she likes me (hope so)...
what should i do?

I would say, don't propose to her, and don't tell her you love her. This is not how women work. If you propose to her, she is likely to laugh at you, or worse, call the police. If you tell her you love her, you can expect a similar result. I would recommend getting a very small gift (like chocolates that would fit in your pocket) hand them to her and let her know that while you don't expect her to be your valentine, you would at the very least like to give a beautiful woman a gift with no expectation of anything in return. Who knows, it might work.
You will have to do something that violates your principles as a shyguy, namely sticking your neck out. Thankfully the worst thing that can happen is that she tells you she has a boyfriend or something.

OK when you say propose do u mean ask her out like to be your girlfriend, cuz if that's the case you can't tell her "i love you" if she's not even you gf, u will scare her away, how about you tell her that you like her very much and you want to get to know her.

ok, you haven't talked to her?? My suggestion is not to do that!! You may not get the answer you want. Maybe you could just start with a "will you be my girlfriend" or something like that. You want to ask her to marry you?? That's crazy!!! Well, if you do.......good luck and I hope everything works out!! In my experience, not knowing someone very well and getting married don't mix!!!

Be simple but cute. Hand her a single flower (even a daisy or a lily or something, doesn't have to be a rose) and say "will you be my valentine?"
I agree with everyone else on the I love you part...don't say that! Just tell her you would love to hang out with her and get to know her.

How old r you? is she your first girl friend..? if so, i dont advice you to tell her that you love her For Now. Besides, i guess you are in a situation that your feelings are overhelming your logic and actions. if you tell her that you love; she might see you as weak and inexperienced. Girls look for the mind b4 the appearance.
