Because the nominees already represent the best performances of the year. Kirsten Dunst did a good job in the film, but it isn't much unlike some of the other roles she's played before. That, and she wasn't truly electrifying as Meryl Streep or Judi Dench were. The Academy never goes over their limit of five for any particular category.

Penelope Cruz's performance in Volver was absolutley amazing and one of the best jobs done by a man or women this year.
Judi Dench and Cate Blanchett were the reason Notes on A scandal was any good
Kate Winslet was impeccable in Little Children
Meryl Streep dominated the Devil Wears Prada with her performance
Helen Mirren who is going to win is the best on them all and will cause Penelope Cruz to lose her Oscar. If only Volver came out last year
