Garter straps that attach to a garter belt or are sometimes part of a Bustier or Corset or some other type of intimate lingerie. Now this is worn instead of pantyhose, as these actually were invented before pantyhose existed. The belt has Garter Straps (or the other article of Lingerie) and these attach to special stockings to keep them up.
Department Stores (JC Penney, Macy's...) or Lingerie Stores (VS, Fredericks...) have all types of them.
Note: Many times the stockings are not included, so you need to purchase those separately.

It's called a garter belt. The garters themselves look like hair scrunchies (sort of).
Fredrick's of Hollywood, any department store, etc.

What your referring to are garters. They do not go with pantyhose, they go with stockings.
