Also does anybody know whether any other countries have already enforced and what were its effects? thank you

I've just moved to the USA. You have to pay for "trash" Basic rate is $24.95 per fortnight. (Approx £25 per month). But they come every week, so no panic about stinky bags mounting up...
But - they supply the bins and you can order more dependant on need. The basic is a green one for yard waste - all grass cuttings etc., a blue one for trash that can't be recycled and a grey one for recycling materials. The bins are huge too!
I have to tell you that in one week I only put out a very small bag of non-recyclable trash, a whole bin of recyclables!
They make it very easy. No separate tiny boxes to sort your waste into, so it's absolutely no bother to recycle everything! All the bins have lids, so no wet rubbish flying around the streets. The wagons come and it's all done mechanically, the driver stays safe in his vehicle and mechanical arms lift up the bins and replace them at the kerb.
I think it's a terrific idea.
The trouble with the UK is the mentality that everything should be free....
You get what you pay for here. Damn good service.

Some cantons in Switzerland have charged per the rubbish bag collected for many years - 10 at least.
You have to buy the rubbish sacks from the council. They are not cheap.
As a result, people are brilliant at recycling, always have been to be honest, and are also very good at compressing stuff which can't be recycled so it fits in the bag(s).
It's an excellent idea I think.
However, where I live, we now have THREE wheelie bins instead: blue for plastic, paper, foil and tins, brown for garden waste (useless for us as we compost) and green for what's left.

i daresay its a mimic of what is happening in another country and to find any info i don't know but you can bet after tipping their toe in the water it shouldn't be too long before its making headlines in the newspapers
