Nina Meyers, Sherry Palmer, Christopher Henderson, Gary Matheson (Season 2 deadbeat dad), Graeme Bauer, and pretty much any terror suspect that ended up dying

(b) deceased characters who did not deserve to die
Terri Bauer, David Palmer, Ryan Chappelle, George Mason, Tony Almeida, Michelle Dessler, Matheson's wife, the father who got blown away in the nuclear blast in Season 6, Episode 4

(c) live characters (past or present) who deserved to die
Charles friggin Logan...and I hope it happens this season.
Phillip Bauer. At the hands of his Jack Bauer.
Abu Fayed. He's a bad bad man.
