I've used Quiksoft's Easy Mail products to read POP3 mailboxes.

I would simply use their library in conjunction with a basic form with a Timer control on it.

This issue is now resolved. I spoke with the Yahoo! shopper care crew a couple of minutes in the past. there grow to be a glitch in the notification equipment causing mail signals/notifications through My Yahoo!, Yahoo! Toolbar, and Yahoo! Messenger to no longer function precise. This glitch despatched signals of recent emails to those who did no longer have emails. It also did not notify/alert people at the same time as they did have e-mail. the problem all started the former day morning (July nineteenth) and went through till very few moments in the past. besides the undeniable fact that, as suggested, it is fastened now.
