People upload the .torrent tracker files to the website along with informatoin about the torrent including title, description, etc. The website provides a search interface for the tracker files. A user of the site downloads the tracker file and the bittorrent client they have installed processes it by reading the information within, connecting to the tracker, and downloading and exchanging portions of the data file with those seeding the file.

download a torrent file
then you donwload the torrent program
open the torrent file on the program
and start downloading the file

You download the torrent of your choice... you then double click it, and it opens in your torrent program such as BitComet or uTorrent. There's other clients, but I suggest using uTorrent. I used to use BitComet but then switched to uTorrent and haven't looked back.

Download shareaza and go to torrentspy.com or other torrent sites....shareaza will download the files.
