A winter storm WARNING is a lot worse than a storm watch. The
difference is this: The storm "watch" means it's comming soon.
The storm "warning" means it's here NOW!
So, batten down the hatches, it's gonna blow!!

A warning means that the storm is definately going to effect the area that the warning is applied to, while a watch means only that 'conditions are right' for the storm to intensify.
To answer your question - It all depends on your prospective... I love the snow, so for me a winter storm warning is better. The general public though, doesn't really like winter storms so most people would say a simple watch is better.

Worse depends on your point of view, but from the general publics perspective I would say a warning is worse than a watch. The below are the definitions of these terms as approved by the American Meteorological Society.
Watch: A storm watch means conditions are favorable for severe weather in or near the watch area.
Warning: The severe weather event is IMMINENT or OCCURRING in the warned area.
