This tree blooms leaves not very well now, it was planted around 5 or 6 years ago. I beleive it is a Cornelian Cherry. It gets partial sun in a temperant climate.

I can not tell if it is suffering from bug infestation or any other disease but I can suggest that you trim off those two lowest branches in the picture, that look like they are coming out towards the camera. Remove them as close as to flush as possible, before the spring bloom come on. It could also stand to have the rest of it trimmed back to pencil size branches. This gives the roots less to feed when it stats up in spring. If It doesn't help, take a live sample to your local nurseryman to figure out if it is sick. They have always been helpful when I couldn't figure it out.

Cherry trees have a short lifespan and by the look of it i would
say plant a new tree.

CHECK for insect infestation, many Cherry trees are affected by this blight.
