Given the age of the boy, I personally would tell his parents. I say this because this child has some serious voyeurism issues. Since he is young his parents can get him the help he needs to keep him from becoming a rapist, pedafile, or sexual predator in the future.
It is likely that you are not the only one in the neighborhood that he has spied on. If his curiosity has been peaked he will continue. We heard all the horror stories in the press about Jon Benet Ramsey and Elizabeth Smart. Let us not forget Polly Klaas.
These young women were exposed to the most heinous of crimes and became innocent victims.

I would wait to see if he does it again. If he does then you definitely need to talk to his parents. This time maybe you should try calling them and asking for one of his parents telling them that you need to talk to them. If he don't do it again then I really wouldn't do much about it. There is no need for you to make him your slave that is just childish and immature. Be the bigger person in this situation. Don't stoop down to his level. I know that you are mad about this but you have to remember he is just a kid and is curious. That don't make his actions right, but I wouldn't do anything unless he does it again.

Yes, what he did was wrong but you need to lighten up a bit. He's probably a typical 14 years old boy who is just curious about what the female body looks like......seeing you naked probably made him mess his pants....lol. I think you scared him enough for now but make it clear that if he ever does it again you will tell his parents.
