A lot depends on location For example, if you were located near a dock or main arterial truck route, you might thrive on supplying basics such as a good breakfast fry. On the other hand, if you were located near a bus station, the emphasis could be on fast delivery of the food to the customer. I suppose the answer is both but the proportions depend on the local needs. As you say cafe and not restaurant, I assume that it is the lower end of the market where the issues are price, quality and speed of service of the foods which are in demand in that area as outlined above. The answer is both!

A small cafe would definitely be market orienated. If is static so has to appeal to the market that lives nearby and passes the door.

The products must therefore be produced to meet the needs of the market.

Would guess that "market" would be the focus - cos u/standing that would be the core for success, but maybe if youre speciality you can attract customers. Unlikely tho if youe small and have limited budget to market yourself. Word of mouth will be your best friend.

On balane if you you understand your market then you will be able to reach the market and succees - whereas if you restrict yourself to being product-orientated (e.g. focused on coffee and cream cakes) then you could get it wrong.
