Sci-Fi writers spend most of their time studying the cutting edge technology of the day. Scientists are constantly interviewed to see where tech is heading. Often these futuristic inventions are conceptualized long before the technology catches up. For instance, there are thousands of uses and designs in mind for anti-gravity, anti-matter, fusion, and superconductors....once we figure out how to control them.

actually sci-fi movies use the toy ideas that have been discarded by the same people building the weapons.
if you haven't noticed many of the toys people buy their kids were originally developed as high-tech weapons and the idea didn't pan out for some reason or another, so they put cool little stickers on the basic design...make them out of cheap plastic, and call them toys.
alot of sci-fi ideas do come from extensive research and interviews of people who are researching the technology used to make military stuff as well.

There is a link between Science Fiction and Science Fact. If you go back to the Sci-Fi movies and books of the 50s and 60s we are already there.

Actually, you make a good point when you say people see these things in science fiction and then try to develop them. Perhaps the cycle works both ways, but usually science fiction tries to draw from theoretical military technology. They may take it a step further, but that could very inspire people to develop something like that in the future.

Stealth aircraft are designed based on radar testing of models.
They look somewhat like old-generation stealth aircraft that were based on theory.

"predict" may be better.
