I have a raised home, and the raised part is fully enclosed, should't this be partially exposed ?

You should enclose it so animals won't get back there and live. They may tear it all up and the feces they leave behind adds up. Also, It is really bad when an animal dies under your house.

Close it up, but leave an opening with a door so you can get back there.

It shouldn't be fully enclosed, you do have a couple of vents in the enclosure don't you? Enclosed keeps out animals and prevents freezing of pipes, etc.... However, if you have no ventilation in the space that could cause numerous problems also.

no you should enclose it and put in air vents for the summer but during the winter it should be closed and insulate so that your pipes don't freeze. And with it insulated it will keep your house warmer in the winter because heat rises.
