You need to get all events written down. Times, dates, locations etc. Witnesses (if possible). Make sure you are as thorough as possible and then bring it to the principal. By law they are supposed to investigate every accusation- and no matter if the allegations were true or not, the copy goes in the teachers permanent file.
If you get no results from the principal- go to the school board.
If you are the student, then you need to talk to your parents so they can begin the process of informing the proper authorities. As a parent what i have found is when my child is having a problem i go right away and talk to the teacher whom they are having the problem with. i demand changes and inform them of my next steps if the problem isnt resolved.
If a teacher should strike a student- the police should be called.

Students get enough bullying from peers these days. They surely don't deserve it from their adult, role models. If you a are a student, then ask your parents for help, or just go to the school administrator and explain what is happening to them.
Even if the student is being unruly or just a general problem, bullying from the teacher doesn't help to resolve the situation. It will only aggravate it and cause more humiliation than resolve.
If the administration does not do anything, then I would contact the parents of that teachers entire class, until someone got some results.

If the student were my son or daughter and they had enough faith
in me to tell me about it, I would take care of the problem no matter what. With all the problems kids have dealing with other kids, the last thing they need is bullied by their authority figure. Who knows, the teacher may have been bullied as a child or may have more dire plans for the future of the bullied child. The first thing to do is tell your mom or dad, that should take you right out of the school hierarchy. If that doesn't stop it, call an attorney.

In the classroom or on campus?
Either way, go to the teacher's supervisor - perhaps with some of your classmates - and tell them you have real concerns about this teacher's behavior. Cite examples of inappropriate action and ask the supervisor to please do something about it.
The teacher may be just as alarmed as you are but does not know how to stop. S/he is probably frustrated with stubborn and insubordinate students and wants a way out.

Ask ur parents to talk to the teacher n discuss about u, even though ur parents know that u r not that bad. Friendly approach will certainly give her a blow n she will stop bullying. It worked out for me. Good luck!
