An ad hoc arrangement is a temporary or non standard arrangement.

They are usually set up to satisfy the needs of two parties of an issue that once resolved is not expected to occur again.

If it is expected to re-occur then a standard arrangement should be in place.

An example if you had someone sell off an item for you and the commission rate was either above or below the normal rate - one side or the other would want to ensure that this is an ad hoc arrangement.
