Squibs are individuals born to magical families that don't posses any powers. I would assume that they are born just like the rest of the family but just don't develop the talent or powers ever. Remember in the sorcerer's stone Neville ( I believe it was him, could have been someone else, I'll have to recheck that), reveals that his family thought he was a squib because he didn't have the talent or the ability to use his powers until a certain age.

A squib is a person that is born to parents who are from magical families, who are in essence "witches", but has no magical powers of their own.

a squib is like the reverse of a mudblood. the parents are magical, but the kid isnt.
