The default body plan in humans is female; you have to make a male. At about 7 weeks the SRY gene on the Y chromosome starts the cascade of effects that make a male.Also, hormones are released that close off the burgeoning female organs. It is about this simple, but you can see that there can be much variation on this theme.

because the sexual organs of a person are created at the latter stages of the embryonic development.

so initially, both male and female fetuses start off looking alike, both having nipples etc.

once that part is complete, then the chemical signals kick in to make you either a male or a female.

it is a part of a vestigial organ it was present in earlier ancestors of man and would have served some purpose for them and later on get reduced and left only as a vestigial organ in case of man.

Becuase without them...the male chest would look strange?????? I don't know...good question. I think it has to do with us being mammals and all.
