No, in fact, you don't want it tight either. You want to measure it exactly to the largest body part it has to get past (hips) (read stretched), or to the waist that it will circle unstretched (when there is a button or zipper), then add 1.5 inches (based on my personal experience).

New Mexico State University has the instruction at .5 to 1 inch.

No, the elastic should fit your waist. The fabric around the elastic should be bunched so it can stretch without popping the seams.

Yeah in some cases, so it can be stretched to fit ur body. But i have seen them not bunched. Rare but i see em
