It is an old fashioned Merry-go-round
Many like those are no longer seen in parks.
There were probably saftey issues or something like that, but you dont see those much anymore

it really is a toss up between tether-ball and the swing-set! I used to love to curl round on the swings, and that i have taken some frustrating hits to the top. i imagine the metallic swing-set poles should be padded. Please write on your congressman!
