Buy a regular hoodie and rip off the sleeves then sew on an elastic band to the edge to make it look nice.

Try going to an outlet store or discount store. Nordstrom Rack, TJ Maxx, Ross, Marshalls. They all usually have clothes at a cheaper price. Try Target or Mervyn's too.
