Yes, but how they dream depends on how they lost their eyesight. If they were born blind they would dream about things they experience in their lives: sounds, feelings, tastes, smells, even counting their steps to make it to the door if it rang in their dreams. But if they at one time were able to see and lost it due to an accident or disease, they could see in their dreams, but that does not mean that they always would while dreaming. It depends on their experiences and what their brain will allow them to do at the time.

yes they mainly dream in sounds because they've never seen colors and and images they must also have really interesting dreams
