photoshop is great but expensive , if you are looking for a free program then I recommend the Free photo software from google : http://downint.googlepages.com/photosoftware.html

If you are not very experienced and just want to do basic manipulations and play about then I'd recommend Adobe Photoshop Elements. Make sure it's the Elements and not the full Photoshop which really is complicated. Elements is not the most basic but if you can get yourself around it -, you'll find it worthwhile.
There also used to be something called Executive SE which I found very easy to use but seems to have vanished but worth looking out for

i would go 4 adobe photoshop cs2 (version 9) it does everythin u want 2 do...but it costs (Quite a bit)
