Most fish do not have sex. Most fish lay eggs; the female releases her eggs, and the male release his sperm over the eggs to fertilize them.
A few types of fish called livebearers - guppies, mollies, platies - do have live birth, but the male does not have a penis - he has a gonopodium, which is a modified fin that he inserts into the female to release his sperm into her to fertilize her eggs.

First of all, they do not. The way they procreate is that, depending on the species, one of the parents clears a rock or other flat surface. The female lays the eggs and then the male comes by and fertilizes the eggs. The male does not have a member. They have another contraption that releases the sperm onto the eggs, thereby, fertilizing them.
