I can't believe the stupidity of some answers here.

It is "two steps forward, one step back." (I am 100% sure!)

It means that you are making progress but it is slow and the steps back are the difficulties you are facing that are slowing down your progress.

The saying is:
"One step forward and two steps backward"

I believe that it comes from an incident where someone jumped the gun and in a state of imbalance, made the one step further they were trying to do, but then stumbled back two steps.

It is usually used when someone does something that they think will be beneficial, despite other's knowledge that it won't be and possibly advice to that effect, and in the end the person ends up worse off than when they started.
Basically forging ahead unprepared and losing ground in the process or putting a lot of effort into something that could have been done easier with a little more thought.

One step forward, two steps back.

It means that you are not making any forward progress, that you are losing ground. For every advancement you make, you are further behind than you started.

It probably comes from some war, where troops were trying to gain the advantage, and were pushed further back with every advance.

The saying is "two steps forward and one step back" and I think it means that when you are going throught a hard time in life who move forward very slowly, but you are still moving forward....if that makes sence

Not sure where it came from but it reminds me of another saying:"Just when you think you've made ends meet, someone comes along and moves an end"
